The National Telecommunications Commission (NATCOM) of Sierra Leone is an independent Regulatory body, established by an Act of Parliament, the Telecommunications Act 2006, as amended.

NATCOM is charged with the mandate to provide for the licensing and regulation of telecommunications operators, and for the promotion of universal access to basic telecommunications services; ensure fair competition among operators, protect the interest of the investors and users of telecommunication networks and services; improve the regional and global integration of Sierra Leone in telecommunications, and to provide for other related matters.

The Board of Commissioners is made up of seven (7) Commissioners headed by a Chairman, all appointed by the President, and shall hold office for the term of 5 years and shall, subject to the Act, be eligible for reappointment for a second term only.

The day-to-day management and administrative responsibilities of the Commission are vested in the person of the Director General who shall be assisted by a Deputy Director General and other Directors and staff appointed by the Commission as provided for in the amended Act 2009.

Bridging the Digital Divide in Sierra Leone ......A Regulator's Concern

On 10 October 2011, HE Dr Ernest Bai Koroma received the first ever fibre optic cable to Sierra Leone, marking a significant development in the current wave of transformation of the Telecommunications Sector in the country

The 17,000 KM long fibre optic submarine cable runs from France to West Africa via South Africa and landed in Sierra Leone at the Lumley Beach in Freetown; and was received by HE President Ernest Bai Koroma and a host of dignitaries including the Vice President, Chief Sam Sumana, the Minister of Information and Communication, Alhaji Ibrahim Ben Kargbo; the Chairman and Commissioner of the National Telecom Regulatory Authority, Arc Siray Alpha Timbo and the private sector. Under the Africa Coast to Europe (ACE) Consortium of 19 signatory countries, the cable would provide high speed broadband internet connectivity to several African countries by 2012. The ACE project is funded by the World Bank to the tune of 700 million USD.

The digital divide refers to the gap between individuals, households, businesses and geographic areas at different socio-economic levels with regard both to their opportunities to access Information and Communications Technologies (ICTs) and to their use of the Internet for a wide variety of activities

It includes the imbalance both in physical access to technology and the resources and skills needed to effectively participate as a digital citizen. Knowledge divide reflects the access of various social groupings to information and knowledge, typically gender, income, race, and by location. The term global digital divide refers to differences in access between countries in regards to the internet and its means of information flow.

Students and academic staff of Fourah Bay College, (FBC) University of Sierra Leone on Tuesday 17 May 2011- International Telecommunications Union (ITU) Day - benefited from the donation of telecommunications facilities aimed at creating the enabling environment to improve access to Information and Communication Technologies (ICTs) on campus.


The package comprises fifty (50) personal computers, ten (10) network printers and Wireless Fidelity Internet Connectivity (WiFi). The donation was made by the National Telecommunications Commission (NATCOM), Sierra Leone's telecoms Regulatory Authority, as part of a Memorandum of Understanding (MoU) signed between the University and NATCOM; and contribution to the country's Golden Jubilee.
